Mission type: Faction mission, the ninth and final in the UC Vanguard questline
Quest giver: Starts automatically after Hostile Intelligence
Locations: MAST building in New Atlantis on Jemison – Subsection Seven, Interstellar Affairs and the Cabinet Chambers
Objectives: Confront Vae Victis, report to Hadrian and Percival and address the Cabinet
Prerequisites: Complete Hostile Intelligence
Quest chain: Follows Hostile Intelligence and ends the UC Vanguard questline

A Legacy Forged has no combat. It is all conversations and choices, and none of them change your rewards.

A Legacy Forged starts automatically once you finish Hostile Intelligence. The recording from Londinion links Vae Victis to the Lazarus Plant, so head back to New Atlantis on Jemison to confront him.

Mission Text:
“What we learned at Londinion suggests the Terrormorph attack on New Atlantis might’ve been intentional. Our only lead, though, is Vae Victis. I need to talk to him and find out what he might know.”

Go back to the MAST building in New Atlantis and take the elevator down to Subsection Seven. Vae Victis is still imprisoned in the basement. Use the intercom to confront him.

Vae Victis admits he organized the attacks and hands you a cover story that pins them on Reginald Orlase. Your answers to him do not lock anything in. The real choice comes in the next step.

Mission Text:
“I confronted Vae Victis and he confessed. He organized the attacks on New Atlantis and Tau Ceti as part of a plot to undo the damage done to the Sanon family name. But now, I have a choice: share the truth that Vae Victis is responsible or pin the blame on Reginald Orlase.”

Hadrian and Percival are up on the top floor in the office of Interstellar Affairs. Tell them the truth about Vae Victis or pin the attacks on Reginald Orlase.

Tell the Truth or Blame Reginald Orlase

Tell the truth: Vae Victis is exposed and his storyline ends with this mission.
Blame Orlase: Vae Victis stays alive in his cell and offers you extra missions later.
The UC Vanguard rewards are the same either way, and you can still change your story in front of the Cabinet.

Should You Tell Hadrian About Her Father

Vae Victis is Hadrian’s father, and you get chances to tell her he is alive from War Relics onward. This conversation is one more chance before the Cabinet meeting. Keep the secret if you want the extra Vae Victis missions, or tell her if you want Hadrian to know the truth.

Mission Text:
“I’ve told Hadrian and Percival the truth – that Vae Victis is responsible for the attacks. Now it’s time to address the Cabinet.”

Go over to the Cabinet Chambers. The Cabinet discusses three topics: who is behind the attacks, what to do with the Lazarus Plant and how to deal with the Terrormorphs. You can still change your story about Vae Victis here. Once the Cabinet has heard you out, you are granted Class One citizenship.

The Lazarus Plant Decision

The Lazarus Plant is what turns a Heatleech into a Terrormorph, as you saw in the Londinion control room. You can push for destroying the plant or bringing in the Freestar Collective, but this has little impact on the story beyond how your companions react.

Aceles or Microbe – Which Is the Best Choice

Hadrian first laid out both plans in Hostile Intelligence. Now the Cabinet wants your recommendation.

Aceles: Bring back the natural predator of the Terrormorphs. It takes time, since the UC has to breed enough of them.
Microbe: Release an engineered organism that kills Terrormorphs quickly. It is fast but untested, and there is a risk the Terrormorphs build up immunity over time.

Both options give the same rewards, and the questline ends the same way. Sarah Morgan prefers the microbe, so pick it if you want her approval. Otherwise, choose the plan you like best.

No matter which choices you make, you, Hadrian and Percival are promoted to Class One Citizen. Class One status comes with credit disbursements, cheaper Colonial goods and access to the penthouse in Mercury Tower in New Atlantis.

If you blamed Orlase: Vae Victis stays in his cell in Subsection Seven. After the mission, you get a new activity to speak to him about working together, which starts the repeatable mission Preventive Action.
If you told the truth: Vae Victis is exposed, and there are no further missions with him.
