All collectibles show up on your map once you reach Area Bond Level 3 in Ota. You raise the Area Bond by restoring Public Order, raising Veiled Edge Banners and finding collectibles. Nothing in Ota is missable, so you can also come back after the story. Ota has no Landmark and no Photograph spot.

Veiled Edge Banners are save and fast travel points. As soon as you restore a Public Order, the banners are revealed on the map.

Five bandits occupy the area around the tower, and two of them are formidable foes: the Fugitives Kamekichi of the Firehook and Chokichi Kageyama. Defeat all five to restore order and activate the Northern Tower Veiled Edge Banner.

The only Treasure Chest in Ota is in the cave from the Bond Mission The Black Jewel. The mission unlocks after you visit the Photograph Studio in the main mission Follow Your Twin Blade, and it starts at the Yoshida-Shinden Border Veiled Edge Banner, where you have to get the mysterious foreigner’s luggage back from a cave.

How to Reach the Chest in the Black Jewel Cave

Follow the mission marker into the cave until you reach the first campsite with lots of high grass to hide in. With the cave exit behind you, take the corridor to the left. Ignore the small room down to the left and climb up the rock wall to the right instead. An archer guards the chest up there. Open it to get the Boater Hat.
