Executive Level is the final Ryujin Industries mission in Starfield, and it comes down to two votes: whether Ryujin acquires Infinity LTD, and whether the Internal Neuroamp goes forward. Masako has already told you how she wants it to go. The other six board members have their own positions, and you need at least four of the seven votes on either issue. Below you will find every board member, where they stand before you talk to them, and exactly how to change their mind, plus what each outcome actually changes for your rewards and your companions.

If you sided with Ularu during Guilty Parties, you get an extra “Talk to Ularu” step before the lobbying, and a third issue goes to the vote: whether Masako stays on as CEO.
Two issues go to the vote: Acquiring Infinity LTD, and whether to continue or shelve the Internal Neuroamp. You need at least four of the seven votes on either issue. Masako breaks a tie, and she votes yes on both.
Best Choice – What to Vote For
Short version: acquire Infinity LTD, and shelve the Internal Neuroamp.
Neither vote changes your credits, your XP or your promotion. What it does change is how your companions feel about you, and that is the only mechanical consequence in the mission.
Acquiring Infinity LTD saves thousands of jobs, and Sarah, Sam, Barrett and Andreja all approve of you pushing for it. Shelving the neuroamp is the bigger one. All four Constellation companions approve strongly when you argue against it, and they all disapprove when you use the neuroamp to force someone’s vote. Barrett reacts the hardest of the four in both directions.
If you are working on a romance, vote yes on Infinity LTD, vote no on the neuroamp, and do not use Manipulation on anyone.
If you are roleplaying a ruthless corporate operative, the neuroamp makes every vote trivial and there is no penalty beyond affinity.
The good news is that you can win both votes without touching the neuroamp at all. See the companion tricks in the board member section below.
How to Start the Mission
Executive Level begins the moment Sabotage ends. After you bring the Internal Neuroamp Prototype back from Infinity LTD, Masako calls another board meeting. She wants the board to approve the acquisition of Infinity LTD, and she is happy for you to use the neuroamp on anyone who disagrees.
If you sided with Ularu during Guilty Parties, the SSNN broadcast has already pinned the Infinity LTD connection on Masako. In that case you speak to Ularu first, in the office directly across from Masako’s, and a vote on Masako’s position as CEO gets added to the agenda.
1 – Lobby Board Members
Mission Text:
“It’s time to lobby the board members. Masako will vote to acquire Infinity LTD and said I’ll need at least half of the votes to secure access. If I have strong feelings against the Internal Neuroamp, this would be my opportunity to get further research shut down.”
There are seven board members including Masako, and you have already spoken to her. The other six are all on the Executive floor, within about twenty seconds of each other. Use your scanner if you lose track of who is left, since the objective counter tells you how many you have covered.
One of them is easy to miss: Veena Kalra is not in an office. She is coming up from the Research and Development floor and sits on a bench outside Linden Calderi’s office.
Save before each conversation. Persuasion checks can fail, and there is no second attempt.
Where Every Board Member Stands
The neuroamp survives by default, five votes to two. To shelve it you need four. Alexis and Dalton are already there, Veena makes three, and Linden or Genevieve makes four.
The acquisition passes by default, four votes to three, so you can skip the lobbying entirely. To block it, tell Dalton or Veena to vote against and that gives you your fourth.
Ularu only appears here if she is still with the company after Guilty Parties.
Two things worth knowing before you start knocking on doors. Infinity LTD passes by default, because Masako, Genevieve, Dalton and Veena already make four votes in favour. And the neuroamp survives by default, because Masako, Ularu, Linden, Genevieve and Veena all want it to continue, which is five votes against Alexis and Dalton.
Masako Imada
Masako votes to acquire Infinity LTD and to continue the neuroamp, and neither position can be changed. She also holds the deciding vote in a tie, which is why four votes is the number that matters rather than a simple majority of the people you can influence.
Ularu Chen
Only present if she survived Guilty Parties. She wants the neuroamp to continue and she is against acquiring Infinity LTD. Both positions can only be moved with the neuroamp, so if you are avoiding Manipulation, treat her votes as fixed.
Alexis Pryce
Alexis wants the neuroamp shelved, which is already the vote you want, so leave her alone on that issue. She is against acquiring Infinity LTD, but a normal Persuasion check will change her mind. If Sarah Morgan is your active companion, letting her speak flips Alexis without any check at all. Sarah’s voice lines are missing in that conversation because of a long-standing bug, but the vote still changes.
Linden Calderi
Linden wants the neuroamp to continue and is against the acquisition. Bring Andreja and let her speak, and Linden flips to shelving the neuroamp. The Infinity LTD vote can only be moved with the neuroamp.
Genevieve Monohan
Genevieve wants the neuroamp to continue and already supports the acquisition, so her Infinity LTD vote needs nothing from you. Bring Sam Coe and let him speak, and she turns against the neuroamp.
Dalton Fiennes
Dalton already wants the neuroamp shelved. On Infinity LTD he leans towards acquiring it but has no strong feelings, so he simply votes whichever way you advise. No skill check, no companion needed.
Veena Kalra
The one people miss. Veena is not in an office at all, she sits on a bench outside Linden Calderi’s office after coming up from Research and Development.
She wants the neuroamp to continue, and a normal Persuasion check will change that. Bring Barrett and let him speak, and she flips without a check. On Infinity LTD she leans towards acquiring and votes whichever way you advise.
How to Ban the Internal Neuroamp Without Using It
This is the outcome your companions approve of, and you can get there with dialogue alone.
Alexis and Dalton already vote to shelve it, which gives you two of the four you need.
Bring Barrett as your companion and let him speak to Veena Kalra, and she flips. Veena can also be persuaded normally without a companion, so this one does not strictly need Barrett.
For the fourth vote, bring Andreja and let her speak to Linden Calderi, or bring Sam Coe and let him speak to Genevieve Monohan. Either one closes it out.
You can only carry one companion at a time, so the clean run is Barrett for Veena plus a straight Persuasion attempt, or swap companions between two visits to the floor.
The Infinity LTD Vote
The acquisition passes on its own, so if that is what you want, you can skip the lobbying entirely.
If you want it to fail, you need four votes against. Ularu, Alexis and Linden are already there. Your fourth comes from Dalton or Veena, both of whom simply do as you advise, so no skill check is needed.
Voting against the acquisition costs you affinity with Sam and Sarah, since it puts thousands of Infinity LTD staff out of work.
2 – Attend the Meeting
Mission Text:
“I spoke to the board members. I need to head to the conference room and attend the meeting.”
Head to the conference room and take your seat. If the meeting will not start, it is because not everyone has arrived yet, so wait for all the board members to be seated before you sit down.
Masako opens by recapping how you exposed Lucas Drexler through SSNN. You get a chance to voice your opinion on the acquisition, but what you say in the room changes nothing. The votes were decided by your lobbying.
Before the vote, Ularu calls for a vote of no confidence in Masako. What happens next depends entirely on Guilty Parties. If you stayed loyal to Masako and Imogene, Dalton names Ularu as the mole and reveals that you, Masako and Dalton had known since before the previous meeting, and Ularu is dismissed. If you sided with Ularu, the board votes on whether Masako stays as CEO.
The Infinity LTD vote goes next, then the neuroamp vote if you raise it, both according to how you lobbied.
After the Mission
Mission Text:
“Now that the meeting is over, I should speak to Masako.”
This is the end of the Ryujin Industries questline. There is no follow-up mission.
Your new office is on the Executive floor of Ryujin Tower, and it is yours to store gear in.
If Imogene survived Guilty Parties, you get an activity to talk to her. She points you at the Ryujin mission board, where you can pick up repeatable corporate espionage jobs for as long as you want them.
All four Constellation companions have a unique conversation with you about how the votes went, so it is worth having one of them with you afterwards.

How many votes do I need in Executive Level?
Four of the seven. Masako breaks a tie, and she votes to acquire Infinity LTD and to continue the neuroamp.
Can I change Masako’s mind?
No. Her position on both issues is fixed.
Where is Veena Kalra?
She is not in an office. She comes up from Research and Development and sits on a bench outside Linden Calderi’s office.
Does the neuroamp choice affect my rewards?
No. Credits, XP, the promotion and the office are identical whichever way the votes go. The only thing that changes is companion affinity.

Is Executive Level the last Ryujin mission?
Yes. Finishing it completes the questline and unlocks the achievement. Repeatable missions are available afterwards from the Ryujin mission board.
Do I need an access code for the executive level?
No. You already have access to the floor. The keycard people are usually looking for belongs to the Sabotage mission.
