Starfield Guilty Parties is the Ryujin Industries mission that follows Background Checks, and it hands you a suspect who turns out to be innocent. Dalton Fiennes wants Imogene Salzo brought in for questioning, so you will track her to the Seokguh Syndicate hideout beneath Frankie’s Grab and Go on Neon. This is the step-by-step walkthrough with screenshots, including the vent shortcut to Kumiho’s slate and what each ending choice changes.

Guilty Parties unlocks as soon as you finish Background Checks. Dalton Fiennes has analysed the data you pulled from Ryujin Tower and concluded that Imogene is the mole leaking Project Dominion information to Infinity LTD. Talk to him in his office on the Executive Offices floor to begin.

If the quest does not appear, make sure Background Checks is fully closed out and that you have handed Dalton the data, then wait for the HUD prompt.

Rewards: 4,800 credits, 3 med packs and roughly 250 XP, regardless of which path you take.

Three decisions matter in this quest:

1 – How you get into the Seokguh Syndicate hideout: persuade Benjamin Bayu, do his favour, or force your way in and fight everyone
2 – What you do with Imogene: spare her or kill her
3 – Who you back afterwards: Ularu Chen or Masako Ishikawa

Short version if you just want the best outcome: persuade Bayu, spare Imogene, take her slate to Dalton, and side with Masako. Imogene is innocent and Ularu is the real mole.

“Dalton wants me to find Imogene and bring her to his office for questioning. I should go to Imogene’s office on the Operations floor and see if she’s there.”

Yuko Serrano is standing right next to Imogene’s office. Keep asking until she gives up Imogene’s last known location, Frankie’s Grab and Go down in Ebbside. She will also suggest you check in with Dalton first.

“Yuko told me Imogene was last seen at Frankie’s Grab & Go, but she strongly suggested I speak to Dalton be fore trying to find her.”

Talking to Dalton is optional but recommended. Head back up to Executive Offices. He will tell you the shop is a front for the Seokguh Syndicate and point you at Benjamin Bayu.

Bayu is the administrator of Neon and he sits in Booth 4 on the VIP balcony of the Astral Lounge in Trade Tower. Take the VIP elevator up, turn left off the dance floor, and follow the balcony all the way round. Ask him for permission to enter Syndicate territory. You get two options here:

1 – Persuade him. This is the faster route and it skips the Kumiho slate objective completely.
2 – Do him a favour. He wants Kumiho’s slate from the off-limits third floor of the hideout. This guide takes the favour so you can see both objectives.

Either way, Bayu’s permission means the Syndicate will not attack you on sight, which makes the whole hideout far easier.

Leave the Astral Lounge and follow the marker to Frankie’s Grab and Go in Ebbside. Talk to Franchesca “Frankie” Moore and tell her you are here on Ryujin business, or just walk into the back room and interact with the fridge to open the way into the Seokguh Syndicate hideout.

If you skipped Bayu entirely, there is a second way in. Climb the stairs on the outside of the building to the roof, go left through the gap in the railing, and look for the grate behind the structure. It has a novice lock, so bring a digipick. Be aware that without Bayu’s permission every Syndicate member in the building is hostile.

Mission Text:
“I finally made it inside the Seokguh Syndicate hideout. I need to find Imogene and bring her back to Ryujin Industries for questioning. Then I need to find Kumiho’s slate for Administrator Bayu. He warned me she wouldn’t be friendly if I got caught.”

With Bayu’s deal in place the Syndicate will leave you alone as long as you stay off the third floor. Cross the first room, head straight ahead to the staircase, and go through the door shown below.

Imogene is in the room beyond. Talk to her and she will tell you Ularu Chen set her up and that she is only hiding here. You get three options:

1 – Take her slate of evidence back to Dalton. This is the recommended choice.
2 – Bring her with you.
3 – Attack her. Killing her lets you loot her passcode, suit and weapon, and there is no reprisal, but it removes her from the game permanently and you still need the slate.

She is telling the truth, so sparing her is the better outcome. This guide takes the slate to Dalton.

“I found Imogene. Now all I have left to do is find Kumiho’s slate for Benjamin Bayu.”

Skip this step entirely if you persuaded Bayu instead of taking his favour, and go straight to step 7.

The slate sits in Kumiho’s office on the third floor, and walking up there openly makes the entire Syndicate hostile. There is a quieter route. Stay on the second floor where you came out of Imogene’s room and head back to the entrance area. At the far end of the wall there is a broken panel. Go through it.

Behind the panel is a maintenance corridor with vent access above. Boost up and climb in.

At the end of the ducts you reach an emergency door. Cut the four orange pins to open it.

This drops you into Kumiho’s office, and Kumiho is in the room. Stay crouched and wait. She patrols, and when she turns away from her desk you can move in, grab the slate, and back out into the vent without ever being seen. If she spots you the whole hideout turns hostile, so save before you drop in. Clearing the room by force works too if you have a suppressed weapon or simply do not mind the fight, and neither Bayu nor Dalton cares what happens to the gangsters.

Exit back out to Neon when you have the slate.

Mission Text:
“I confronted Imogene and found Kumiho’s slate. I need to deliver it to Benjamin Bayu before heading back to Ryujin Tower.”

Head back to Neon Core and up to the Astral Lounge VIP balcony. Bayu is in Booth 4.

You can hand the slate over as agreed, or read what is on it first and blackmail him for 2,500 credits. Blackmailing him has no effect on the rest of the Ryujin questline, so take the credits if you want them.

Mission Text:
“I need to return to Dalton and give him the slate. Imogene was collecting evidence against Ularu. Perhaps I should confront her.”

Go back to the Executive Offices floor. Before you reach Dalton you have an optional objective to confront Ularu Chen in her office, and this is where the quest actually branches. Confronting her locks the door and she admits she is the mole, then offers to bring you in on her plan to remove Masako as CEO.

Whichever way you go, you finish the quest by talking to Dalton and handing over the slate. Note that if you speak to Ularu first, your dialogue options with Dalton are limited to whatever you agreed with her. If you skip Ularu completely, you can simply tell Dalton the truth and Imogene is cleared.

Dalton analyses the data and sends you to meet Masako for The Key Ingredient.

Here is what each ending does.

Side with Masako (recommended). Hand Dalton the slate and tell him the truth. Ularu is exposed and fired, Imogene is cleared and returns to the Ryujin offices after the final faction mission, and you keep the option to attack Ularu in her office if you want to. You are still promoted to Senior Operative.

Side with Ularu. You lie to Dalton and the blame stays on Imogene, who is removed from the office. Unless you change your mind during the Executive Level quest, Ularu overthrows Masako and takes the CEO position.

Kill Imogene. You loot her gear and still get the slate, but Dalton is unhappy that you did not bring her in alive and Imogene never comes back. You can still expose Ularu afterwards.

Rewards are the same in every case: 4,800 credits, 3 med packs and around 250 XP.

Is Imogene guilty in Starfield?
No. Imogene Salzo is innocent. Ularu Chen is the mole leaking Ryujin data to Infinity LTD, and Imogene was gathering evidence against her when she went into hiding.

Guilty Parties is not starting. What now?
The quest only triggers once Background Checks is fully complete and you have reported back to Dalton. If the prompt does not appear, wait a few in-game hours or fast travel away and back to Ryujin Tower.

Do I have to get Kumiho’s slate?
Only if you took Bayu’s favour. Passing the persuasion check with him removes the objective entirely.

Can I get into the Seokguh Syndicate hideout without Bayu?
Yes, through the roof grate with a digipick, or straight through the fridge at Frankie’s. Everyone inside will be hostile.

Kumiho’s slate is missing from her desk. Where is it?
It only spawns once the objective is active. If you entered the hideout before speaking to Bayu, leave, take the favour, and go back.

Why does the Syndicate attack me on the third floor?
Bayu’s permission only covers the lower two floors. Use the broken panel and vent route in step 5 to reach Kumiho’s office without triggering them.
