Star Wars Outlaws has 25 Kessel Sabacc Shift Tokens across 16 types, and several types come in two or three copies. You get the first four after your first game of Sabacc, and the rest come from cardroom wins, smuggler merchants and syndicate vaults on Toshara, Akiva, Tatooine and Kijimi.
Before each game, you pick 3 Shift Tokens you own to bring to the table. Duplicates can be picked more than once, so with all three Free Draw tokens you can bring 3 Free Draws into one game.
