Complete A Rumor in Calphade to find Luther together with Duncan, Terry, Falstaff, and Anders.

“Luther said the leather patches on the comrades’ armor were badly worn and asked for high-quality leather to repair them.”
Talk to Luther
Luther is near the western bonfire at Howling Hill. Talk to him and listen to his request.
Get and Hand Over 4 Thin Hides
Thankfully, I already had 4 thin hides. You can get them from small animals or buy them at the Tannery in Hernand town. Hand them over to Luther to get your reward.
