How to Pass Covert Action 1
Move when the bandit turns away. If you move too quickly, he will hear you and you will be detected. Crouch and move slowly towards the exit to the right.
In the next area, the bandit patrols the section to the left. Wait until he turns away to move quickly to the exit straight ahead.
In the third and last section, the bandit is patrolling a center cover block. You have to move past him while covered in this center block. Move slowly when he’s near to avoid detection.

To crouch, press R1. Scan for an enemy with L1. If you are detected, you can be quick and use the “Concentrate” option to shoot the bandit before you get detected.
This time, you have to defeat all 5 enemies to pass Covert Action 2.
How to Pass Covert Action 2
There is a bandit on the tower using a spotlight. As soon as you are lit by it you are detected and the program ends with a failure. Move straight ahead to pick up a weapon – the Maser Handgun. Enter the cargo management with the UP arrow and holster the weapon.
Enter the cargo management with the UP arrow and holster the weapon. Aim at the enemy ahead. The Maser Handgun has to be fully charged before you can take the shot. Charge with R2, release to shoot.
From there, you can shoot a bandit who has his back turned to you. Since there is another bandit right around the corner to the left, a silent takedown is not feasible. After taking down the bandit with his back turned to you, return to the two bandits in the spotlight. I preferred to leave the second bandit at his spot for now, since the vantage point wasn’t great.
By the spotlight, first take cover near the bandit on the ground, then use the “Pop Out” option when the spotlight is gone to shoot him. This will alert the bandit on the tower. Go into hiding until he goes back to his post. Then, you can either shoot him or climb the tower to perform a takedown.
You can now take care of the last bandit, approaching from the other side. Then, head to the exit area.
Cargo Recovery

Now you can apply what you’ve learned in Covert Action 1 and 2. Try to be as stealthy as possible to reduce the possibility of the cargo being destroyed. 5 pieces of cargo must be recovered without being detected.
How to Pass Cargo Recovery
You’re starting without a weapon. First, scan the area to locate the cargo. Then climb down the ladder and approach the first bandit.
The first bandit is carrying the cargo. He conveniently has his back turned to Sam, making him an easy target for a silent takedown.
The second bandit is patrolling behind the black shipping container. Wait for him to turn his back before performing the silent takedown.
Next, head upstairs where you can look down to the second area, containing three pieces of cargo. Two carried by two stationary bandits with their backs turned, and one cargo in a Mule Postbox. First, take down the bandit standing to the right, then the one to the left. You can then hack the Mule Postbox to pick up the fifth cargo and head to the exit point.

The program should start with step-by-step tutorials that teach Melee Combat. It did not for me. I had to restart the PS5 and the game for this VR Program to work properly. If you don’t get specific tasks as shown in the screenshot below, restart the game.

Equip the grenades by holding the right button to open the Weapons/Tools menu and pressing X to equip a grenade pack of your choice. Aim with L2 and throw with R2. Destroy 18 targets but avoid walking in the blood dust.
15 grenades were obvious to me. I was missing two targets below of the bridge near the start point and one on top of a building, where the grenade has to be thrown a far distance.
Firearms

This program has two stages. First, you have to shoot 13 yellow targets on the marked path, then on the second stage, defeat 3 bandits.
Pizza-Do Acrobatic Karate – Great Spinning Pizza Strike
You will receive the knowledge of the Great Spinning Pizza Strike after delivering a special piece of cargo that you can’t entrust to other porters. Then, you can free the Pizza Chef at his shelter. You will receive the Great Spinning Pizza Strike from him as a reward.
