The relic is in the occupied/blockaded Fort Hellwood. If you came through here earlier and activated the Abyss Nexus at Fort Hellwood, you can use it to teleport directly to the fort and focus on the commander there, instead of having to pass through the occupied gates.

Note: Watchtowers can be destroyed with a Charged Shot.

Defeat Hemon Beindel at Fort Hellwood and liberate the region. The Reliquary of Saint Senia is in the same area as Hemon Beidel. It’s a big, golden vase that needs to be carried back to Senia. Defeating Hemon Beindel and liberating this region is also the objective of the House Celeste faction quest: The Hellhounds.

Liberate the region first, then carry the relic back to Senia. Be aware that you have to use the elevator. Interact with the crankwheel. Turn it to the right to go up and to the left to go down.

In Senia, enter the church and drop the relic onto the platform there to complete the quest.
