It’s at TORRE DEL LEON, OLD PUEBLO, ESPERANZA. Enter the tower and go to the top floor, where you can go onto the balcony and read the statue’s plaque.

The document is in the GABRIEL CASTILLO PUBLIC SCHOOL – FUEGO VALLEY – LOZANIA (The Prison). It’s inside the white tent at the entrance, on the table.
