There are over eighty helmets, hats, and headbands in Ghost of Yotei. The list below shows them in the exact same order as they appear in the in-game menu, along with how each one looks. This will make it easier for you to spot the one’s you’re missing.
Game+ Note:
Start a new game with Game+ to find a “Mysterious Merchant” near Atsu’s Home. Here you can buy two more sets of Armour (Oyuki’s and Ina’s), plus weapon kits, armour, shamisen dyes, charms, hats, and masks. All those require “Ghost Flowers,” which can be earned by replaying the game.

Search for the Bounty: Junpei the Snatcher at the Boar’s Eye Cave in the Tokachi Range region. In the upper part of the cave is this hat on top of a table.

Clan Matsumae Helmet
Successfully complete the Matsumae Encampment Bamboo Strike at the Matsumae Encampment in the Ishikari Plain region during the story playthrough.

Buy this headband for 3 flowers from the Ainu merchant at Teshio Ridge.

Crimson Mukade Hat
At Teshio Ridge, ride up the coast from the Snow Drift Springs Hideout. You will encounter an Altar of Reflection. Ride some more to the north from the altar, and you will soon see a group of dead people with blood in the snow. Follow it to a dead man who has this hat.

Defeat and loot the Bounty: Crow Genzo to retrieve this hat.

Use a scorch bomb to blast open a collapsed cave in the southeastern parts of the Nishin Fishery in the Ishikari Plain region. Inside is this hat.

Ride north of Atsu’s home in the Yotei Grasslands until you find two corpses. One of them is leaning on a dead tree, where you can also find this hat.

Find a dead bear and its victim between Yubari Lake and Monument Tree in the Tokachi Range region. The hat is at his feet.

Head west from the Blue Dye House at the Oshima Coast. There is an unnamed temple building. Climb to the top using the corner grapple points to the roof and search the nest there.

Flaming Breath Hat
Climb to the top of the Bear Rock at Isikari Plain. It is at the location where Atsu meets Ina to steal nitre.

Forager’s Straw Hat
Travel to the Graven Meadow at the Yotei Grasslands. Climb up the mountain there to find a box at the top with the Forager’s Straw Hat.

Buy this headband for 10 flowers from the Ainu merchant at Teshio Ridge.

Golden Perseverance Hat
Travel east, along the river from the Saito Artillery Outpost in the Oshima Coast region. There is a waterfall. Go to the top of the waterfall and look for a grapple point that takes you down to a ledge with the chest.

Grasslands Straw Hat
Find a camp with a half-built shelter at the Jade Grove in the Yotei Grasslands region. The hat is hanging on the shelter.

You can find this headband between Cairn Forks and Ishiusu Basin in the Tokachi Range. Look for a tree with an Onryo bounty poster pole nearby. There’s a box on the ground with a skeleton next to it. The Impatient Brawl Headband is inside the box.

Iron Grace Hat
Travel to the Ishikari Farm in the southeast of Ishikari Plain and climb up the mountain towards the east to find the chest with the Iron Grace Hat.

Climb the top of the Pagola at the Abandoned Tominaga Estate in the south of the Tokachi region to find the Iron Spirit Hat on the top roof. Use the grapple points at the corners of the roof to get to the top.

Jubei’s Lost Headband
Return home after following the story for a while. Complete “A Memory of Pride” to receive this headband. It is in the nest on the home’s roof.

In the northern parts of Teshio Ridge, north of the Sarobetsu Bamboo Strike, is a small cemetery. The headband is in the only chamber.

Ronin’s Headband
For this headband, travel to Hidaka Grove in the Tokachi Range region. Just below the Faithful Leap Shrine starting point is a pond. There is a chest at a wooden shelter. Open it to get the headband.

Ronin’s Straw Hat
There is an unnamed Saito camp in the Cukpet Hills, Nayoro Wilds, just north of the Altar of Reflection. Search the box at the shelter for this hat.

In the armour quest “The Heart of an Ainu”, you get to climb a lower mountain path in search of thieves. There are two paths you can climb. Stick to the left, where you can climb to a little camp with a box that has the Scarlet Aid Hat inside.
